The Carriage of Dangerous Goods Regulations can apply to any person or organisation that allows dangerous goods to be carried by road. Thus, the Manufacturer, Consignor, Operator, Driver/Master/Pilot and Consignee are all included under the regulations, even those permitting qualifying goods to be collected from their premises by third parties.
The DGSA has a legal obligation to carry out the following broad functions:
Dangerous Goods Safety Advisers (DGSA's) must be able to demonstrate that they have successfully completed appropriate training resulting in the award of a Vocational Training Certificate. In the UK this requires success in the appropriate Scottish Qualifications Authority examinations.
